November 15, 1933 the Politburo of the CPSU (b) adopted a resolution on the procedure for the sale of art treasures abroad. It demanded “to stop the export of paintings from the Hermitage and other museums without the consent of the Commission composed of comrades Bubnov, Rosengolts, Stetskoy and Voroshilov.”
